Make the new review tool the default when nothing is rendered in the old tool

Many clients ask why the renders are "broken" because they see the old tool when materials are only rendered in the new tool. Can we please make the new review tool the default for clients who have not taken an active action to switch back?

cant zoom into the older version ONLY the newer version when you are looking at the side by side view and the loadtime was over a minute.
